After extensive input and engagement from residents, the Strategic Plan shows Council and out staff what the priorities of our community are.

Knowing what's important to Kitchener residents and what their vision of our community is, sets a plan for how we grow, change, and improve in the next 4 years. 

It helps, guides and shapes Council's decisions on actions and strategies across all City departments. 

Regular progress reports update citizens on what actions and programs are being implemented to work towards meeting those goals. 

​The plan includes flexibility so we can respond to new opportunities and challenges.

Our Strategic Plan is completed for the start of each new term of Council
Through many and multiple engagement events and opportunities we learn what residents want us to prioritize.
Those priorities guide the vision, planning and budgeting for Council and staff to make progress on.
The engagement process began in August of 2022.

The plan was reviewed and received further input by a resident panel of volunteers who fill detailed role descriptions and reflect the demographic profile of Kitchener. The 2023-2026 priorities are Belonging And Participation, Housing, Land Use And Mobility, Environment And Climate Action, Economic Prosperity And Opportunity, and Good Government. There will be actions attached to each of these priorities. This will further refine the draft plan and actions.

Council and staff will use that input to create the final Strategic Plan and Actions and communicate it to the public. Implementation will begin in September 2023.

I want to thank you and every resident who participated in a survey or discussion and those who contacted me to share their thoughts. Thanks go to Compass Kitchener for their excellent engagement with a wide representation of our City.  They worked closely together with our staff and the Plan With Us Resident Panel to focus our priorities.  I deeply appreciate the time and effort the Resident Panel put in.  It was an incredible and collaborative process that led to a great outcome.  I encourage you to read their Report To Council below.  You'll learn about their process and understand why the results are so meaningful.

I appreciate this key comment from the Plan With Us Resident Council report to Council.  "Building consensus requires a considerable effort to understand and appreciate the viewpoints of others. This focused effort to understand, resulted in a strong bond between Panelists and a shared respect - regardless of their differences of opinion"  It's wonderful that a diverse group of individuals, listened to one another, understood one another and came up with a unified report.
