Kitchener’s Fireworks Bylaw is based on the research our Bylaw Department did. They asked cities across the province what their Fireworks Bylaws were and how effective they were. The few Municipalities that had bans still had residents setting off fireworks. Some had bans on the sale of fireworks, but people just drove to a close by city or bought them online.
Our Bylaw Department felt a balanced approach would work best. The number of days fireworks could be set off was decreased from 9 to 3, Canada Day, Victoria Day and Diwali. It restricts the hours they can be set off with an end time of 11pm.
We will never be able to control everyone's behaviour. The thought is that by being reasonable and educating residents, we can decrease the number of violations.
There have been some charges laid against those in violation, but charges can only be made as fireworks are being set off. Officers can't always get to the location where they're being set off before the fireworks end.
Kitchener promotes the Fireworks regulations and safety tips in the weeks before the 3 days they are permitted. We send out educational materials to groups who may celebrate and provide a copy of the rules to fireworks retailers who give them out to each purchaser. We also have proactive Bylaw patrols in neighbourhoods.
The majority of residents follow the rules. It's unfortunate that the actions of some show disregard for the rules. Many families enjoy their small displays. Many residents like the tradition of fireworks for celebrations.
Enjoy Fireworks when they are permitted, but please set yours off responsibly and be respectful of others.
